A teenager at a Northern Territory youth detention centre who had attempted self-harm was left naked for almost 11 hours because of a failure to provide adequate clothing. The incident is one of several cases where the Office of the Children's Commissioner has found breaches of the Northern Territory Government's own regulations for managing juvenile detainees who are deemed at risk because they could harm themselves, be harmed by others or have a potentially harmful medical condition. The commissioner investigated several cases involving the management of young people deemed at risk in youth detention centres in Alice Springs and Darwin between December and September The report found the approach to managing at-risk juveniles was "reactive" and the priority of isolating them in designated cells often led to more self-harm attempts. It found numerous breaches of the Government's relevant manual, regulations and procedures for managing at-risk juveniles, as well as breaches of United Nations rules on the treatment of children in detention. It also said there were systemic failings and problems, some of which left detainees believing they were being punished for mental health issues and left detention officers feeling helpless.
